MEDICAL COORDINATOR
AFGHANISTAN
Aide Médicale Internationale is a French international medical NGO which was created in 1979. AMI manages medical programs in Afghanistan, Thailand, Myanmar, Yemen, Democratic Republic of Congo, Sudan, Central African Republic, and Haiti. It has been present in Afghanistan since 1980 (presentation and history are detailed on the website : www.amifrance.org).
AMI’S PROGRAMS IN AFGHANISTAN :
1/ Basic Package of Health Services (BPHS) and Essential Package of Hospital Services (EPHS)
Implementation, in rural areas, of the policy defined by the Afghan Ministry of Health. The BPHS is managed by AMI in Kunar province, through the following activities :
- Support the activities of health centers, from the smallest health center to the provincial hospital, in consistency with the health policy (1 hospital, 31 health centers and about 235 health posts).
- Provide structures with drugs and equipment.
- Recruit, manage and supervise the whole staff of health structures, in the province.
- Ensure regular trainings for the staff in order to reach standards defined by the Ministry of Health.
- Reinforce the network of community health agents and health representatives.
- Integrate the 4 new components of the national health policy : handicap, mental health, HIV/AIDS screening, and a system of direct blood transfusion in level-2 structures.
- Start providing health services in the provincial prison
2/ Salamati
Edition and publication of a health magazine “Salamati”, at a national level. Initially intended for a medical audience (10,000 copies), Salamati has widened its audience since 2007 to community health agents, and then to the whole Afghan population (25,000 copies).
3/ Kabul laboratories
Support and development of 2 teaching hospital laboratories in Kabul (Maiwand and Ali Abad) : supply, supervision, training, widening of the range of analyses. Since 2006, the objective of the program is also to introduce bacteriology in these 2 hospitals.
COMPOSITION OF THE MISSION :
In 2009, the Afghanistan mission is composed of several operational bases located in the following regions :
- Kabul region, coordination base of Salamati and Laboratories projects.
- Kunar province, 1 base (Asad Abad).
- Nangarhar province, 1 rear base (Jalalabad).
The team is composed of :
- About ten permanent expatriates (Head of Mission, Administrative and Financial Coordinator, Logistics Coordinator, Medical Coordinator, Salamati Manager of Publication, Laboratories Manager, Pharmacy Manager, BPHS Project Manager, Epidemiologist),
- About forty Afghan employees in charge of the general coordination in Kabul : Medical Coordinator, Laboratory Coordinator, HMIS Manager, MCH Manager, Pharmacy Manager, Community Development Coordinator, Logistics Coordinator, Administrative Coordinator, HR Coordinator, etc…
- About 40 Afghan employees in charge of the coordination and the supervision of BHPHS programs,
- About 300 medical and support staffs who provide health services in the 32 provincial structures : doctors, midwives, laboratory assistants, pharmacists, dentists, surgeons, administrative staff, cleaners,
- About 500 community agents who, beyond the basic care they can provide in the 240 health posts, are in charge of health promotion and of the 1st-level referencing.
PURPOSES OF THE POSITION :
The expatriate Medical Coordinator works in close collaboration with the Afghan Medical Coordinator and the National Focal Points in order to support, supervise and bring approval on all the aforementioned projects.
He/she assists the Head of Mission in the definition of the strategic and technical directions of the projects.
He/she is actively involved in watching over the humanitarian and sanitary needs of the country, in prospecting new activities that could be assumed as part of AMI’s assignment, as well as in the drafting of proposals.
Though focusing on BPHS and EPHS development, the Medical Coordinator can be brought from time to time to provide his/her medical opinion on the Salamati editorial content and the implementation of the support project intended for the laboratories of the Kabul Teaching Hospitals.
WORK RELATIONSHIPS :
The Medical Coordinator is placed under the direct authority of the Head of Mission.
The expatriate Medical Coordinator endorses and directly supervises the Afghan Medical Coordinator and the Pharmacy Manager.
He/she works in close collaboration with all the medical teams of Kabul and Kunar while coordinating his work with the Head of Mission and the managers of the BPHS-EPHS.
RESPONSIBILITIES OF THE POSITION AND PARTICULAR ASSIGNMENTS :
1. Supervising medical activities :
- Follow-up of the medical activities’ reports for each project (monthly reports, quarterly reports, quarterly assessment of the private hospitals, etc.)
- Follow-up of the indicators and results achieved in comparison with the intended objectives.
- Global analysis of the supplied epidemiological or medical data and of the medical consumption.
- Adapting medical strategies according to results, and approval of the proposed options,
- Regular inspections of the medical activities of the projects :
- Supervising the conduct of medical activities, visiting sites (when security makes it possible), following the quality of the provided services, meeting the medical staff, appraising the encountered difficulties.
- Technical support to the program at the request of the Head of Mission, of the Project Managers or of the medical teams : answering their questions, finding solutions to the problems they have encountered, making recommendations (strategies, tools, trainings...)
2. Approving new health activities :
- Participating in the survey of humanitarian and sanitary needs, prospecting new activities or areas, participating in the drafting of proposals
- Participating in the definition of strategies and action plans
- Following the implementation of such activities (reports, field inspections, meeting with the province teams)
- Participating in the approval process and/or definition of the medical protocols
3. Participating in the inter-services coordination :
- General coordination meetings, regular and formal, under the authority of the Head of Mission.
- Discussions with the service managers on occasional issues.
- Participating in the Salamati Editorial Committee, medical approval of certain parts thereof (the technical supplement, the “photo-story”, the poster)
- Approving the orders placed for drugs, consumables and local or international medical equipment
4. Participating in the coordination with health partners :
- Attending occasional meetings in order to negotiate the technical aspects of the partnership agreements
- Participating in certain meetings with the Ministry of Health and other partners according to needs (workshop, NTCC, lobbying on particular themes, negotiation, presenting surveys, exchanging information)
- Analyzing and making recommendations regarding the health policies of the Ministry of Health and the themes of our programs
5. Drafting reports and minutes :
- Internal monthly narrative reports
- Minutes of the meetings with partners
- Minutes of the national medical coordination meeting
6. Managing human resources :
- participating in the drafting of the job descriptions, in the recruitment process, and in the definition of the medical service’s organization chart
- supporting and assessing the local and expatriate staff of the medical service, defining individual objectives,
- participating in the training of the various teams
- organizing meetings within the service
LIVING CONDITIONS :
The Medical coordinator is based in Kabul, with possible trips to the provinces (depending on the security constraints) :
- Culture / religion : Muslim
- Climate : continental (hot in summer, cold in winter).
- Housing : GH for expat team, individual rooms, garden.
BACKGROUND AND CONDITIONS :
- Status : Salary : 1 525 Euros/ month + living allowance (food, housing, transport, insurances).
- Starting : asap
- Duration : 1 year
- Doctor (must be fully qualified)
- A public health diploma would be an advantage
- Humanitarian and medical coordination experience is required
- Good resistance to confinement due to security reasons all over the country
- Strong capacity and motivation for team work with local staff
- Flexibility and strong adaptation skills
- Fluent English is mandatory
- Good computer knowledge (Word and Excel)
