HAD - the Humane Action Delegation, which is the humanitarian department of the Ministry for the Foreign Affairs

ECHO - the Humanitarian Aid Office of the European Commission, which is a Commission under the direct responsibility of chief officer Paul Nielson.

Since 1992, ECHO financed the assistance to million of persons victims of natural disasters and conflicts (outside of EU borders). This help is given to the victims in a neutral and impartial way, independently of their race, religion or political affiliation. ECHO also wants to sensitize the public to the humane and humanitarian problems.

To work with partners on the field

ECHO acts and it does it with more than 180 partners, they mainly are organisations having signed a master agreement of partnership with the European Commission. Most of them are specialized agencies for the United Nations, the Red Cross and other Non Governmental Organisations.

A key donator

ECHO is one of the most important humanitarian donator in the world. In 2003, it gave 600 million of euros (this amount does not include the donation given separately by the 15 countries of the European Union).and supported projects in more than 60 countries. The funds were used to carry out help and assistance in many ways (food, clothing, shelters, medical care, supply water, urgent repairs and mine clearance). ECHO also finances the prevention, and the reduction of the risks of natural disasters in the vulnerable areas
